After welcoming the attendees and having declared the quorum achieved, Dr. Moulay Tahar Alaoui, the president of the Alliance, announced the opening of the regular General Assembly of The Eastern Mediterranean Regional Alliance of NGOs against Cancer, and then presented the General Assembly Agenda that was agreed upon by the audience:
  • To present the financial and administrative report,
  • To determine the new goals of the Alliance,
  • To elect the new Board of Directors,
  • To define the Action Plan for the years 2014-2015.
The Administrative Report Summary

1. The President of the Alliance gave an overview of all the meetings and encounters that were held by the Alliance or the Office members, in which he represented the results and decisions that had emerged from each meeting:

  • The Constitutive General Assembly of the Eastern Mediterranean Regional Alliance of NGOs against Cancer, Held in the city of Marrakech on 22nd November 2007 (Corresponding to 11 di Al-qaada 1428 Anno Hegira);
  • The General Assembly of the Eastern Mediterranean Regional Alliance of NGOs against Cancer, held on the 7th March 2008 in the city of Rabat;
  • The meeting of the Board of Directors of the Alliance of NGOs against Cancer in North Africa and the Eastern Mediterranean Region, held on the 16th December 2008 in Cairo;
  • The third meeting of the Eastern Mediterranean Regional Alliance of NGOs against Cancer held on the 5th and 6th October 2009 in Fes, which coincided with the 56th session of the World Health Organization for the Eastern Mediterranean Region, in which the Alliance participated as an observer for the first time.
  • The Administrative Council meeting held on June the 9th 2010 on the margin of the first forum of NGOs against cancer in the Eastern Mediterranean Region that was organized in the city of Marrakech on the 18th and 19th June 2010. During this meeting the Alliance Administrative Council discussed the status of the activities stated within the determined Action Plan, as well as the requests of some organizations to join the Alliance.

2. The Alliance President presented also a summary of the activities and achievements realized by the Administrative Council of the Alliance:

  • Communication and promotion of the Alliance:
    • The members of the Administrative Council publicize the Alliance during all events such as conferences and meetings with international institutions, associations, organizations and bodies, using CD ROMs as well as the Alliance Newsletter;
    • To prepare and employ the Alliance website (www.emracancer.org) in three languages (Arabic, English and French). The website includes different sections and elements and its feeding with information requires the contribution of all associations and institutions;
    •  To prepare a Newsletter and a CD Rom on the Alliance in both Arabic and English languages;
  • The convening of the first International Forum of the Eastern Mediterranean Alliance of NGOs against Cancer; The forum convened under the patronage of Her Royal Highness Princess Lalla Salma on the 18th and 19th of June 2010 in Marrakech under the motto “NGOs and cancer: Challenges and opportunities”, and with the participation of 150 representatives of different NGOS from tens of countries, and the contribution of many international experts from the Middle East, France, Spain, England and Canada.
  • The organization of training sessions in the field of palliative care in King Hussein Cancer Center (KHCC) in Jordan. Within the framework of the convention concluded with this Center a one month training was organized in the field of palliative care. Twelve doctors and nurses from Oman, Bahrain, Lebanon, Togo and Morocco benefited from this one month training. 
  • Conducting a field researches on HPV (Human Papilloma virus) vaccine acceptability: Many countries in the Middle East region are preparing for the implementation of strategies aiming at preventing cervical cancer. It would be desirable to conduct field studies among the target groups on cervical cancer, its risk and the means of prevention, and in particular on the acceptance of fathers and mothers to give HPV vaccine to their daughters. This study was conducted in Morocco and it is the first in a series of studies that was also to be conducted in Egypt and Lebanon. It should also be conducted in other countries of the eastern Mediterranean region.
  • The project of the Institute for Research on Cancer (IRC): The main objective of this project is to establish a leading center in the region of the Middle East and Africa in the field of research on cancer. The study of the administrative and legal sides of the establishment of the Institute has been achieved, a piece of land was granted by the University Hospital of Fez for the establishment of the Institute, and its construction will be funded by Lalla Salma Foundation.
    After discussion the members approved the report unanimously and paid tribute to the work and the efforts that led to these achievements.

The new goals of the Alliance for the years 2014-2015

After views exchange, three modules relating to areas of intervention of the Alliance for the next two years were identified, and they include namely: scientific research, training, and communication.

1- Scientific research:

The Coordinator of this module is Doctor Muhammed Adil Assayyed.
Topics were suggested in this module, topics opened to discussion and exchange of data between the different researchers in the countries members of the Eastern Mediterranean Regional Alliance of NGOs against Cancer. Such topics include:

  • Assessing the amount of radiation while conducting breast cancer screening ; this study was launched in Ryadh and Jeddah in Saudi Arabia under the supervision of Doctor Ibrahim Fahad Al Sheneber ;
  • Modeling of Cancer risk factors ; this survey will be carried out in Casablanca under the supervision of  Doctor Abdellatif  Benider
  • Carrying out a study to identify the genetic image of breast cancer among young women in Morocco and Egypt.
  • Establishing a data base in the countries of the Alliance and the Region of Middle East and Africa (MEA)

2- Training:

The Coordinator of this module is Doctor Abdellatif Benider
Associations and institutions in every country are invited to categorize the needs in the field of training and to identify centers that possess expertise and necessary resources to organize such trainings.
Doctor Ibrahim Fahad Al Sheneber expressed the readiness of the Saudi Cancer Association to welcome candidates who wish to benefit from training in the field of cancer to be held in the city of Dubaï and devoted to general practitioners.
Doctor Rachid Bekkali, Executive Director of  Lalla Salma Foundation has kindly offered training grants annually for the three coming years 2014-2015-2016, which include:

  • Two training grants in « Gynecologic Cancer Surgery » during three months in the specialized center in Rabat or somewhere else.
  • Two training grants in the field of Medical Physicists of one month duration in the specialized center in Casablanca.
    The Administrative Coordinator will contact associations to select candidates.

3- Communication:

The Coordinator of this axe is Doctor Mohamed Adel Elsayes.

  • It was convened that an annual forum of the Eastern Mediterranean Regional Alliance of NGO’s Against Cancer shall be annually held in one of the Alliance’s countries. It was agreed upon that the next forum will be organized in the city of Dammam on the 9th and 10th of April 2014. The Coordinator of the forum is Doctor Ibrahim Fahad Al Sheneber.
    It was also convened that the meeting of the Board of Directors to be held on the margin of every forum.
  • Associations and institutions in every country member of the EMRA are called upon to promote the Alliance among NGOs working for the fight against cancer in their countries and invite such NGOs to join the Alliance and to provide the Board of Directors with a list of organizations desiring to adhere to the Alliance.
  • Organizing « the Best Association Prize » in the countries of the Alliance.
  • Associations and institutions are invited to insert the link of the Alliance website www.emracancer.org on their websites.
  • An electronic newsletter shall be published every three months.
  • Conducting studies and researches and presenting their findings during conferences and seminars while making reference to the Alliance.
